The examiner will perform various accounting checks, such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>whether the bank balances from your bank statements match your accounts;<\/li>\n\n\n\n<li>whether you are right to recognise (and not recognise) certain forms of income (depending on the income recognition criteria of entitlement, measurability, and probability); or<\/li>\n\n\n\n<li>whether you have spent restricted funds in line with their restrictions.<\/li>\n<\/ul>\n\n\n\n<p>As well as your accounting records, your examiner will likely ask to see various forms of supporting documentation, for example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Original bank statements<\/li>\n\n\n\n<li>Payroll reports<\/li>\n\n\n\n<li>Grant or legacy documentation not stored on your accounting system<\/li>\n\n\n\n<li>Receipts not stored on your accounting system<\/li>\n\n\n\n<li>Your charity\u2019s constitution or governing document<\/li>\n\n\n\n<li>Minutes of your trustee meetings<\/li>\n<\/ul>\n\n\n\n<p>This is not an exhaustive list, but an example of some commonly requested documentation. You should ask your examiner for the list of paperwork they will require in good time.<\/p>\n\n\n\n<p class=\"has-background\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 100%,rgb(169,184,195) 100%)\">Please note that this blog refers to various reporting thresholds for the Charity Commission in England and Wales. At the time of writing, some of these thresholds are different in Scotland and elsewhere. There will be a <a href=\"https:\/\/www.gov.uk\/guidance\/changes-to-charity-accounting-and-reporting#changes-to-the-charities-sorp-new-rules-for-charities-preparing-accruals-accounts\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>change to these thresholds<\/strong><\/a> from 30 September 2026. After this date, the <a href=\"https:\/\/expenseplus.co.uk\/fund-accounting\/what-is-the-charities-sorp-and-how-does-it-affect-my-church-or-charity\/\">Charities SORP<\/a> (Charities Statement of Recommended Practice) will have new rules with <a href=\"https:\/\/www.gov.uk\/guidance\/changes-to-charity-accounting-and-reporting#changes-to-the-charities-sorp-new-rules-for-charities-preparing-accruals-accounts\">updated thresholds<\/a>. These will apply to accounting years that end on or after 30 September 2026.<\/p>\n\n\n\n<figure class=\"wp-block-table is-style-regular\"><table><thead><tr><th>Income<\/th><th>Threshold details Wales<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Is an independent examination the same as an audit?<\/h2>\n\n\n\n<p>No, an independent examination is different and separate from a statutory audit.<\/p>\n\n\n\n<p>The examination gives a level of assurance on your year end accounts, but it is not to the level of a statutory audit.<\/p>\n\n\n\n<p>An independent examination follows the <a href=\"https:\/\/www.gov.uk\/government\/publications\/independent-examination-of-charity-accounts-examiners-cc32\" target=\"_blank\" rel=\"noreferrer noopener\">directions outlined by the Charity Commission<\/a> to apply scrutiny to your accounts to make sure that they are reasonable.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-who-can-i-ask-to-do-the-examination\">Who can I ask to do the examination?<\/h2>\n\n\n\n<p>A number of individuals can complete an independent examination.<\/p>\n\n\n\n<p>If your organisation has income of less than \u00a3250,000 it is not required for your independent examination to be done by someone who is professionally qualified. The person <em>does <\/em>need to have enough competency to be able to complete the directions outlined by the Charity Commission.<\/p>\n\n\n\n<p>If your organisation&#8217;s income is over \u00a3250,000 you need someone who is appropriately qualified. This could be a qualified accountant, or someone with the qualifications outlined by the <a href=\"https:\/\/www.gov.uk\/government\/publications\/independent-examination-of-charity-accounts-trustees-cc31\/independent-examination-of-charity-accounts-trustees\" target=\"_blank\" rel=\"noreferrer noopener\">Charity Commission<\/a>.<\/p>\n\n\n\n<p>If you have an income of over \u00a3100,000 and prepare accounts on an <a href=\"https:\/\/expenseplus.co.uk\/fund-accounting\/receipts-and-payments-vs-accruals-accounting\/\" target=\"_blank\" rel=\"noreferrer noopener\">accruals basis<\/a>, the Charity Commission recommends (but doesn\u2019t insist) that a qualified individual does your examination. However, it\u2019s worth bearing in mind that just because someone is an accountant, this&nbsp;<em>doesn\u2019t&nbsp;<\/em>mean they have any experience of charity accounting or necessarily understand&nbsp;<a href=\"https:\/\/expenseplus.co.uk\/blog\/what-is-fund-accounting-uk-charities\/\" target=\"_blank\" rel=\"noreferrer noopener\">fund accounting<\/a>.<\/p>\n\n\n\n<p>The person examining your accounts must be <em>independent. <\/em>They can\u2019t be a trustee, an employee, a beneficiary, a major donor, or involved with the running of your charity or related to someone who is any of these things.<\/p>\n\n\n\n<p>The examiner <em>can<\/em> be the same person who prepares your year end accounts, so long as they don&#8217;t also do bookkeeping for your organisation. This is common with many examiners offering to prepare accounts for an additional fee.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-your-examiner-is-your-friend-not-foe\">Your examiner is your friend, not foe<\/h2>\n\n\n\n<p>The word &#8216;examination&#8217; can feel loaded. It\u2019s easy to think of the independent examination (or audit) as a scary process. Sometimes, it\u2019s referred to as a <a href=\"https:\/\/www.sayervincent.co.uk\/audit-a-necessary-evil\/\" target=\"_blank\" rel=\"noreferrer noopener\">necessary evil<\/a>!<\/p>\n\n\n\n<p>Whilst the examiners must perform certain checks (which will involve asking for evidence of transactions and explanations of decisions), they are there to support your charity and your finance team, not work against them.<\/p>\n\n\n\n<p>The most successful finance teams have a good relationship with their independent examiner throughout the whole year, not just during the few weeks or months which they consider the year end accounts.<\/p>\n\n\n\n<p>To use two cliches:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>honesty is the best policy, and<\/li>\n\n\n\n<li>there\u2019s no such thing as a silly question.<\/li>\n<\/ul>\n\n\n\n<p>You\u2019ll find the examination is a quicker process if you are transparent at an early stage about anything unusual, or anything about which you\u2019re not completely confident, rather than leaving this to chance and it being found by your examiners as the process gets underway.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-can-i-do-to-prepare-for-my-independent-examination\">What can I do to prepare for my independent examination?<\/h2>\n\n\n\n<p>It\u2019s good to engage with your independent examiner early to agree on timescales. Remember that within the 9 or 10 months available for filing your accounts*, you need to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete your bookkeeping for the year (this will involve some work after the year has ended)<\/li>\n\n\n\n<li>Prepare your statutory accounts<\/li>\n\n\n\n<li>Write your Trustees Annual Report (TAR)<\/li>\n\n\n\n<li>Complete your independent examination<\/li>\n\n\n\n<li>Sign off your accounts and TAR with your trustees<\/li>\n\n\n\n<li>Have any internal meetings (e.g. an APCM or an AGM) as required by your constitution<\/li>\n<\/ul>\n\n\n\n<p><em>* The majority of charities will need to file their accounts with the Charity Commission 10 months from the year end, and if you&#8217;re a charitable company as well, it will be slightly shorter at nine months.<\/em><\/p>\n\n\n\n<p class=\"has-background\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 100%,rgb(169,184,195) 100%)\">If your year end is 31<sup>st<\/sup> December or 31<sup>st<\/sup> March, your independent examiner is likely to be busy also supporting other charities working to the same timescales as these are common year end dates.<\/p>\n\n\n\n<p>As well as agreeing the timeline, ensure you know who is responsible for each part of the year end accounts.<\/p>\n\n\n\n<p>For example, will you prepare your year end accounts in-house, or will you ask your independent examiner to do this as well as examining them?<\/p>\n\n\n\n<p>Do you have colleagues (a Gift Aid or Stewardship secretary) or external organisations (external agencies, payroll bureaus) with whom you\u2019ll need to liaise to get everything done in time?<\/p>\n\n\n\n<p>We have prepared checklists to help you prepare for your year end. You can see these here:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/expenseplus.co.uk\/fund-accounting\/receipts-payments-year-end-accounts\/\" target=\"_blank\" rel=\"noreferrer noopener\">Receipts and payments accounts<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/expenseplus.co.uk\/fund-accounting\/how-to-create-accruals-based-year-end-accounts\/\" target=\"_blank\" rel=\"noreferrer noopener\">Accruals accounts<\/a><\/li>\n<\/ul>\n\n\n\n<p>If you are changing your independent examiner (which you\u2019re completely free to do), allow enough time for the new examiner to contact your previous examiner and gain professional clearance. During this, they should be given access to working papers from previous years\u2019 accounts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-i-need-a-new-independent-examiner\">I need a new independent examiner<\/h2>\n\n\n\n<p>As we mentioned, you are free to switch independent examiners, so you don\u2019t need to stick with your existing examiner.<\/p>\n\n\n\n<p>We can&nbsp;highly recommend <a href=\"https:\/\/www.wyattandco.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wyatt &amp; Co<\/a>, who have contributed to our blog and fund accounting training sessions.
